English requirement
There is some flexibility with provision of IELTS test score for now at these pre-screening stages. If a candidate has completed post-secondary education in an English speaking country and can provide documents evidencing the fact, and does not have a registration for the IELTS test or IELTS score, it is likely to be sufficient to get a scheduled interview with a MPNP representative. The language proficiency will be somewhat assessed during the interview and a candidate might be required to provide IELTS score at the later date.

For question 1. Have you made any application including PROVINCIAL NOMINEE, QUEBEC IMMIGRATION, VISITOR VISA, STUDY VISA, WORK VISA, or PERMANENT RESIDENT VISA to any other immigration programs in Canada?

UPDATE (2013, MAY):
From Christos Katopodis, President of the Greek Community (St. Demetrios Church and the Manitoba Hellenic Cultural Centre) in Winnipeg, Manitoba, Canada:
The people that will be coming to Greece (as well as Italy and Spain) in June for the Manitoba Southern Europe Strategic Initiative are employees of the Manitoba Government whose job it is to pre-screen and recruit qualified candidates. The website link providedhttp://www.immigratemanitoba.com  is the official Manitoba Government website connecting to the Provincial Nominee Program (PNP). People should be aware that the PNP recommends candidates to the Federal Government of Canada which makes the final decision. There will also be a couple of people from the Manitoba Greek Community present in June.
While no payment will be necessary for this service, note that the Nominee Program does ask that potential immigrants coming to Manitoba should have savings ($10,000 for the a single person + $2,000 per family member) to help them live in Manitoba until they are approved for a work permit and immigrant status. They simply ask for assurances that people have these funds at their disposal and they do not ask people to give them to the government nor anyone else.
Also note that the qualified, skilled Greek nationals interested in participating in this program for temporary and long-term employment must register through the website to be considered. Registration deadline is May 20, 2013. Appointments will be made for interviews in Greece for those who register.
The program will award points to applicants based on advantageous factors including: employability, education, language proficiency, connection to Manitoba, and adaptability; more details at the website.
The Friends of Canada network is assisting the initiative by disseminating notices. Please address specific queries to the Winnipeg-based partners: the Hellenic Immigrant Initiative of Winnipeg, Manitoba at www.hiic.ca or (NEW CONTACT) Victoria Doussis Schindle at victoriaschindle@gmail.com.

ORIGINAL POST:
MANITOBA SOUTHERN EUROPE STRATEGIC INITIATIVE   Christos Katopodis, President of the Greek Community (St. Demetrios Church and the Manitoba Hellenic Cultural Centre) in Winnipeg, Manitoba, Canada, sends us the exciting news that they have made progress in the area of Hellenic migrant assistance.

They have made a website which is helpful (www.hiic.ca) and a part-time person is assisting potential migrants who are Greek citizens.  Furthermore, the Government of Manitoba recently announced a strategic initiative (Manitoba Southern Europe Strategic Initiative) to attract potential immigrants from the southern Mediterranean countries.  The Greek, Italian, Portuguese and Spanish Communities in Winnipeg are assisting with this initiative. Depending on interest from possible migrants from Greece, Italy, Portugal and Spain to immigrate to Manitoba, a delegation may visit two of the four countries as early as June 2013.  The purpose of such a visit would be to interview potential immigrants who would have previously indicated interest and met basic requirements.  This recruitment effort would be though official channels (Embassies and Consulates, Government Labour Dept) as well as informal connections between the respective communities in Winnipeg and organizations in the two countries.  If Greece is one of the countries visited, informal contacts would include AHEPA Chapters, Churches, Friends of Canada (Athens) and the Hellenic Canadian Friendship Association (Thessaloniki).
Please refer to the website, for further details and indicate your interest to immigrate to Manitoba there.
